"Flocking" is the process of applying thousands of little individual cut fibre particles (called "flock") onto a surface for decorative purposes most notably, in the genre of terrain making, for the simulation of grassy surfaces.
Numerous colours and types of flock are available including nylon fibres, foam granules, latex granules and wood 'chip's.
Flock is actually a sub-group of a type of materials known as "scatter materials" (which includes products from simulating sand, stone, and other ground textures). Often terrain makers use the terms flock and flocking to include these other scatter materials.
